Judge David Bell - Accomplished Judge Turned Healthcare Executive

Judge David Bell is a distinguished legal professional and executive whose career spans law, education, public policy, and healthcare management. He is currently the CEO of Personal Care Partners, LLC, a company he founded with $50,000 and has grown into a thriving multi-million-dollar healthcare organization with locations in multiple states. Judge David Bell oversees operations at the regional healthcare organization, from administrative scheduling and payroll to executing strategic growth opportunities.

Judge Bell earned his undergraduate degree with honors from Southern University at New Orleans and his JD from Southern University Law Center. He began his career in private practice, running a firm focused on criminal defense, family law, and government work. He also served as vice president of operations/legal counsel for the New Orleans Business and Industrial District. There, he worked closely with government agencies to attract investment and promote economic growth.

His transition to the judiciary in 2004 marked a pivotal chapter, as he served as judge and subsequently Chief Judge of the Orleans Parish Juvenile Court. During his tenure, he implemented innovative programs focused on rehabilitation, family engagement, and reducing juvenile detention. He left the judiciary in 2010 and started Personal Care Partners afterward.

A longtime educator, Judge Bell has taught political science and criminal justice at Southern University at New Orleans for decades. Over his career, he has received several honors including the Kellogg Foundation Matusak Courageous Leadership Award and the Pensacola Florida: Key to the City. He has also served on the boards of several nonprofits.
